The book addresses the key factors for developing strategic alliances between government and private sectors by testing the competencies between the two sectors. There are some special considerations that need to be taken into account so that an alliance can be successful in Kuwait, and consequently, improve upon the delivery of services. Furthermore, developing strategic alliances between the government sector and the private sector in Kuwait to improve customer services has been a focus during the present reign. In previous decades, the state of Kuwait has revolutionized the delivery of its public services by invoking and utilizing all the possible sources and resources pertaining to financial, design, operational, and management skills of the private sector.

That main objective of this book is to improve the delivery of services by developing strategic alliances between the government and private sectors. This goal can be achieved by bringing in skills of the private sector—meeting customer needs and offering value for money. By joining in partnership, both parties will eventually provide improved public delivery services.

Furthermore, this book aims to provide strategy for the successful partnership between a public oil company (a petrochemical industries company, or PIC) and the private sector in order to improve upon services, by focusing on the competency fit (culture, management direction, and work process) between the two parties.

Due to the limited literature on strategic alliances between the government and the private sector in Kuwait, and the gap in competencies between the two organizations, the task of comprehending such an alliance was an uphill journey. Qualitative methodology and secondary data was necessary to collect the data in order to analyze the situation between the two sectors.
